Okay hear me out
It doesn't seem like you are well versed with how networking works, so let me try and explain it a bit more clearly.

Look at Diagram 1:
On the left is your Jio
router, on the right, your
TP-Link
Jio gets info in at 250mbps
so its wifi can output the said 250, since it's getting 250 in to send out
Now for your TPLink router, its port is limited to 100mbps
It doesn't matter if it can output 800 or 1000, if it can only take in 100, it can spit out a max of 100 only.
Those 800 speeds are more or less what you will get between different phones/
laptops connected to your wifi (your internal network), but not from the internet since the speeds from those are maxed out at 100 (limitation of
c50 IN port)
This seems to be a marketing stunt to get people to buy this, as advertising
gigabit 5ghz speeds while capping WAN ports (port from which internet comes in) at 100 is a bit shady.
If you want a good budget gigabit router, try the
Archer C6. It will get you full speeds.
If you still don't understand what I'm trying to say, look at diagram 2. It is a game of passing the parcel.
Now the specs are the speeds at which the passers can pass the parcel, however, once we reach the 100 speed passer, no one ahead of it can pass it at 1000, even though they can, since they are limited by the speed of the previous passer, which is 100. So the whole chain after the 100 link is limited to 100. This is called a bottleneck.
