:@ :(

Don't expect anything. They are probably just hanging out to watch the india vs pakistan match. :P

Apparently on a 1mbps Fuped plan of AIRTEL with 5GB Limit after sometimes live Match gets buffered now and then.. they wonder ... and they realise later that the post fup speeds are 64kbps :P

New Delhi, March 30: A policy on broadband to increase the number of Internet users and promote economic inclusion through e-governance is on its way, according to the department of telecom.

Telecom minister Kapil Sibal today held wide-ranging discussions with various operators.

“The telecom department will send the national broadband policy to the Cabinet in the next few weeks before which it will be cleared by the Telecom Commission,” telecom secretary R. Chandrasekhar said at an industry event.

The government is targeting a 10-fold increase in broadband subscribers to 100 million by 2014.

The country now has 10.29 million subscribers.

The Telecom Regulatory Authority of India (Trai) has given its suggestions to the DoT in December, among which is a proposal for a Rs 60,000-crore broadband network.

“With voice becoming insignificant and data services more important, a comprehensive broadband policy is the need of the hour,” said J.S. Sarma, chairman of Trai.

Trai said the project should be financed from grants under the government’s universal service obligation fund and loans provided by the government.

Trai also focussed on affordability and increased penetration in rural areas.

According to Trai, availability of broadband services at affordable tariff will provide access to enormous information, facilitate delivery of civic services, increase GDP contributions, generate more employment and enhance productivity.

Besides, the policy should promote inclusion through e-governance services and the provision of online education, health and banking facilities to the rural population.

The proposed broadband network will be an optic fibre one and it should cover all habitation of a population of 500 and above and completed by 2013.

Trai has also recommended the formation of a government-owned holding company to implement the project.

The sector regulator will also float consultation paper on value-added services by April.

looks like something that would result in tons of new entries in the desh ko bech daalo section.

proposal for a Rs. 60,000-crore broadband network

how much they'l eat off from that? may be 90% they'l eat and spend 6,000Crores on Broadband expansion. :@

The TRAI consultation paper is well drafted, it cites examples, comparatives and statistics pertinent to the existing situation.Although the focus of the paper is more towards increasing BB penetration, yet remarks have been made to make a case for capacity building as well.I however am sceptic as to whether this will infact pave the way for truly unlimited plans with true Broadband Speeds. As noted on page 25 of the paper acc. to TRAI most modern day internet applications require a maximum of 2mbps (approx) only HD requires 4mbps or higher. Page 59 provides some hope, but it asks stakeholders for their opinion; we all know what their main objective is- $$. So, all in all I think the BB plan may pave way for universal access and promotion of e-gov. yet I don't think we'll witness any improvement in user-end plans.I'd be grateful if anyone could prove me wrong..
