Its seems more like an wasy to push people towards microsoft's products. skype,one drive,Nokia here,nokia drive and the rest.
Release low cost phones to people who are hesistent to buy windows phones ..let them a taste of windows and convince them to buy higher end windows phones. Lumia 520 and 525 did that and lot of people went for it but lack of apps made many people to not take it seriously. In an year or two, Iam guessing most mainstream apps would be on windows and then many people may shift to windows phones.
 
Nokia has clarified that Nokia X lineup sits below the Lumia line in price point. New line is part of Microsoft's strategy of connecting next billion people to their services. Nokia has also made it clear that users are free to sideload any AOSP compatible apps and services. This IMO is huge advantage over current S40 phones in same price bracket.If I speak for myself, the only thing I am excited about is Here Maps on android. Its now almost certain that we will get working and optimized apk of Here maps for android (unofficially if not the other way).

The third phone now has been identified as Nokia XL lol phew :D
Lets hope this initiative succeeds then it will hopefully knock Samsung a bit so they lower their prices, they have been milking the Android market for a long time now. Time they are brought down a peg or two :)

AOSP itself doesn't come with Google apps. Google has already deviated much from AOSP. And being open source, its pretty easy to install Google apps package on AOSP based devices.
Integrating Google services won't be as pleasant on Nokia X platform as it is on Android.
On Android builds Google services feel like they are part of Android itself.
Nokia X platform want's to push MS / Nokia services over Google services.
