I tried tailscale, but it seems to be similar to Cloudflare tunnel. The reason I am installing PiVPN is to access my home internet with ads blocking from anywhere in the world.

With Tailscale, I can only use PiHole on hotel wi-fi as a DNS server. I won't be able to use on my carrier's internet.

Since you are on CGNAT address, you need to initiate connection from your home network to somewhere outside. That outside can be a tailscale overlay network or create your own VPN server at some cloud provider like Linode or vultr based on your preference. Oracle Cloud has a life time free tier available which should work for a pure DNS use case.

You will be able to achieve your use case with tailscale. It works with CGNAT addresses.
With private address, PiVPN will not work

Edited - Got it working! Thank a lot. I forgot to use client app of tailscale and use it to connect with my PiHole.

So you mean, I need to make PiHole accessible via Tailscale which can send DNS queries even if my PiHole is on CGNAT. But I don't know how to connect to PiHole directly via tailscale address from outside my home network i.e. with my sim card internet or someone's wi-fi. As with wiregurad app, we can directly scan QR code and import VPN settings.

Can you please share any videos which can lead to a solution for my problem?

if you have a CGNAT IP, you can always connect using IPv6

I use Airtel provided router in bridge mode and hence can't recreate that issue. The router provided by Airtel some ZyXEL model.
I am using a paid DNS service which works across networks no matter where I go

It seems that ipv6 address changes on every reboot of my server or router. Is there any way to set static ipv6 for my server on Nokia G-2425G-A router? I use the server to host DNS and websites using cloudflare tunnel. I now want to host them with ipv6 as it can be accessed publicly and doesn't need port forwarding. Also I am planning to host mail server. I am not prefering static ipv4 as communicating with airtel support is an hassle.

There's no way to get static IPv6 on airtel.
The best you can do is use DDNS.
And I don't recommend hosting a mailserver at home because you'll surely get blacklisted by gmail etc.

Can you share any links which can help me setup DDNS considering the setup I have?
Also won't cloudflare help with blacklist problem? Like using Cloudflare as CDN and using their nameservers.
I can't get the static IPv4 or else it would have been easy. So I am trying with IPv6
