Afaik, they reduce the speed.
as u told in your post that u have 6 month 4,500 plan and u download huge amt. of data in 2 month though mtnl gave u another 200 gb data but cut your downloading speed.

Dude you won't reach that much usage of 200gb unless as volcano said you all hve nothing else other than to sit on net and download!!!
