To be safe, if you have not restarted pc after installing mbim driver. do so now. Check again, is there any particular error shown when you activate the broadband in windows with mb driver? Check qnavigator screen when connection is activated in windows.
If not working, then try these manual commands and report response
Did you set jionet apn manually? It does not seem to be correctly set. Execute this

Then try AT+CGACT=1,1 and see if there is an error
When you put it into mbim mode, and correct drivers are present, windows should automatically set up a cellular connection and that will be visible in network connections with the mobile interface driver. It may sometimes have a wrong driver configured.
Is any modem visible under modems in device manager? See if any devices are present with a question mark in device manger that show up when you connect the device to pc. Pics of "Network and Internet Settings" and "Network Connections" would be useful. If nothing else works we can put into ppp mode, setup a modem even if none are present and then use a dial up connection.
