Rcs works on Androids coz google is using their own backend servers afaik. Messages app used to show Jibe backend. Doesn't seem to now.

I'm not sure if indian mobile operators have their own rcs servers or something. Without them it's probably not going to work on iPhones.

@Lolita_Magnum you can check on your Android phone by going to the Google Messages app > Settings and Chat Features. It must either say
Chat Features: Enabled or Chat Features: On

@Lolita_Magnum Settings > General > About > Tap on Network Provider. It should show RCS alongside Voice and SMS.

There are some news articles that say that RCS is here with 18.0 general release update. I am upgrading to that one right now, let's see.

Update: No, it does not work.
Now the carrier in settings does not even say “Voice”.
Update2: IMS status shows up again now, it is “Voice” only.

It is as @Sushubh said RCS on android phones with the google messages app is google wanting to promote the standard and they went and self hosted this version using JibeRCS . Completely removing ISP reliance ( not the company reliance ) .

For ios it seems the carriers need to setup RCS .
