Yes seller is indian. What if i create a US account or something? And then provide address for shipping in india? Will it work?

I would suggest contacting the seller through eBay. If he is interested in shipping locally, he would have a way for you to get it locally. Otherwise, he would probably just decline your order when he notices that you ordered from an American PayPal account (if you manage to get it somehow) and want delivery locally.
Most eBay retailers would not deliver to an address different from the PayPal ID address.
