Service Unavailability

Hello ppl,
I stay near Lalbagh west gate, bangalore which is the centre of a metropolitan city. When I tried asking for a connection, the ACT people refused by saying tht the service is unavailable. I'm shocked to hear as to how can these people not provide a connection in such a city centre locality.
