You can perhaps look at Bharat Airfiber from BSNL. They give 30-40% revenue share. Folks at my native are exploring that option by forming some sort of co-operative society.

Our cost is Rs.5000 deposit to BSNL. And the following Mikrotik equipment is recommended by BSNL:

Base Station – mANTBox 19S @ 14150+GST

Cat 6 SFTP @ 24.5+GST Per Mtr.
Router CCR1009-7G-1C-1S+ @ 33950+GST

Subscriber Site– Sq Lite5 @ 3200+GST for 2-3 KM

DISC Lite5 @ 3400+GST for 4-5 KM

LHG5 @ 4200+GST for 6-8Km from BTS.

Cat5e UTP @ 9.6+GST per mtr.

We can also use Ubiquiti, Aruba etc.
 
It’s unreliable. Max 10mbps speed.

Moreover the same problem, if BSNL backend is down then everything is down
 
maybe franchise with multiple ISPs?

If you get yourself an ASN, you could seamlessly load balance/failover between multiple upstreams without any interruptions to customer.
 
I was promised by BSNL CGM Karnataka that speeds are much more than 10mb/s. And we never really had down time of BSNL NIB. It's either overhead cable fault or exchange equipment fault. Exchange equipment will be replaced by them and new power backup facility will be installed.
 
It is, most of the time. I was thinking of getting BSNL.

But

— Popup ads
— Bad LCO support
— They charge a lot. (to the end customers)

So I thought I’ll go with a regional provider, I did not see their cables, folks here are saying that they use Airtel’s backend and LCO uses fibre from Airtel’s tower
 
Go with the franchise model only. That would make you only work on local fiber deployment and installation, rest everything would be managed by the company. For eg- my lco has MAHA MEDIACOM franchise (location kullu Himachal Pradesh) and their main NOC is at Nasik Maharashtra and second one is at Haryana, and its been working really well. They rely on airtel for POP and everything is managed by airtel from Nashik NOC to Haryana NOC to POP at my lco's place. He is the only lco in himachal to have Maha Mediacom. You could try contacting them and they are quite active to respond especially their owner (as told by lco). If you want i can pm you the direct number from my lco
