No Bro, There are lots of companies who have special plan for hearing-impaired peoples. One such is in Airtel . I know few persons who use these sms service to communicate between each other.And Web Based Messaging won't be effective as they have to interact anywhere using sms feature. TRAI sud immediately exclude such plans and particular section of peoples. Its a big injustice to them.
well the point is that it creates a loophole. they have already allowed some exceptions and more would be demanded in the future. and in the end, it would just break the system that seems to be working for them (and not us).

Yes, you are right. So it would be perfect if they would have allowed 300 sms instead of 100. In this way it would have served the purpose of almost 90% needfull peoples and still Telemarketers would be effected.
