It's a GPON only model. Are you sure your connection is GPON? Even then there is locks applied so that users don't change ONT by themselves.
There are MAC or other kinds of locks so that might be an issue with your current device. Only your LCO or ISP might be able to tell you that.
@jefff no need of multicast VLAN if you don't have IPTV, disable VLAN in the TP-LinkRouter, your ONU will handle the Internet VLAN. Disable DHCP in ONT(DHCP Transparent in Internet settings), and then try.
