IRC is typically used for chatting in real time with a group of people in public or private channels. Although there are some channels that have (had?) servers which served files as well. But increasingly they have become useless since torrents are now the prefered method.

Best way is to try it. For client, mirc is decent. There's ton of help with basic commands etc if you will google. You can search for IRC channels at places like SearchIRC.

FBI and other agencies keep a very close watch on many channels. Typically they go after people involved in underage porn, people involved in sex chat with minors(agents impersonating minors), bomb making manuals etc.
