What is TR-069 Client-Configuration ?

In my BSNL provided, NetLink HG323RGW GPON ONT router configuration, under "Remote" tab there is this "TR-069 Client-Configuration". It has set URL, username & password. What is its function ? Does this mean that someone can remotely access my router configuration?

It is a server configuration for the ISP to control the CPE. mostly not used by any ISP

What is CPE ? Is it a security threat? Should I do something about it?

CPE - Customer-premises equipment given by isp.
Best option is to disable it as 99.99% isp do not use it.
