What should be the download speed of a 4 Mbps connection? (Rs. 1350 plan)

so for me it shoule like 1024*30= 32768 and max speed should be 32768/8 = 4096 max = 4 MBps but I get 5.4 MBps or so around ....

I can download more than 20gb till more 12 hours after I cross my 20gb limit

I am on 22Gb now (exceeded 20Gb 7 days back) and still getting the 4Mbps. Have the FUP limits gone up? I noticed they have removed the BB plans PDF link from the Chennai BSNL Website.
