NEW DELHI: The nine-member empowered group of ministers (EGoM) headed by finance minister Pranab Mukherjee will meet in Delhi on Thursday to take a final call on the payment timeline for the third generation (3G) spectrum auctions, as there is no consensus between finance and telecom ministries on this issue. While the finance ministry is insisting on an immediate full payment by the winning bidders in the 3G auction, the department of telecom (DoT) wants telcos to make only part payment and the balance amount at the time of allotment of spectrum.

NEW DELHI: With no clarity on availability of third generation (3G) mobile spectrum, the government is considering, among others, restricting the
number of private players to just two to avoid a situation where it would need to pay damages to operators.

The government had earlier announced allowing four private players in the 3G telephony space, but if it fails to allot spectrum (airwaves for transmitting data and voice) to a winning bidder then it would end up paying compensation.

Restricting the players to two is one of the options being considered, sources said.

"In case the third block is auctioned and could not be assigned, the successful bidder would seek for compensation of the investments made by them for procurement of equipment and creation of infrastructure," a source said.

NEW DELHI: The government is learnt to have decided to allow only three private players to offer 3G mobile services for which the spectrum would be
auctioned next month and the successful bidders would be asked to pay 100 per cent of the bidding amount in March this year.

"In the case of 3G auction, the Government has decided to assign by auction up to 3 blocks of 5x2 Mhz of paired in the 2.1 Ghz band in each of the 22 circles," said the draft Notice Inviting Application. The NIA is the legal document containing all relevant information for the bidders.

The said amount of spectrum will be in addition to the one 2x5 Mhz block already allocated to BSNL and MTNL.

NEW DELHI: In yet another twist to the upcoming third generation (3G) spectrum auctions, the department of telecom’s (DoT) draft notice for inviting
applications (NIA) for the spectrum sale said that the process will be limited to three private GSM operators.

For CDMA operators, the draft (NIA) states that the auctions will be limited to only one player per circle, adding that the sale of airwaves will not be held in six circles — Delhi, Mumbai, Andhra Pradesh, Rajasthan, Punjab & Maharashtra.

interference issues between the airwaves or radio frequencies held by BSNL/MTNL and the armed forces, the nine-member empowered group of ministers (EGoM) headed by finance minister Pranab Mukherjee decided on Tuesday.

If the Department of Telecom (DoT) fails to address this factor, the upcoming 3G spectrum auctions, vital for operators to provide high-end services on mobiles, will be restricted to only three private GSM operators, a minister who was part of this panel told ET.

decided. This implies, new entrants from abroad cannot bid for third generation airwaves for CDMA and launch services here.Analysts say this marks yet another attempt by the department of telecom (DoT) to twist policy to ensure that foreign players are kept out of the upcoming auctions.

In the case of CDMA operators, both second generation (2G) and 3G services are offered using the same airwaves or spectrum — therefore, allowing international players to participate in the upcoming auctions could have possibly allowed new entrants to launch full-fledged CDMA services using their 3G airwaves they secure in the auction.

third generation (3G) spectrum that should be auctioned, and the latest development may push the sale process to the next fiscal.

Currently, all services offered by Indian telcos, except select offerings by BSNL and MTNL, are done using second-generation (2G) networks, which largely cater to the voice market. Third generation services were originally scheduled to be launched in India in 2007, but have been repeatedly delayed, amid troubles over freeing up spectrum and setting bid prices.

auctions as the base price for all airwaves sale in the immediate future.

With telecom regulator Trai likely to recommend later this month that India do away with its current policy of allocating 2G spectrum based on the operators’ subscriber numbers and instead follow the international policy of auctioning, telcos will have to shell out huge amounts for radio frequencies in immediate future.
