My guess is it'll be retained. It's quite common practice to reserve a few rows on airlines for the lowest fare bracket. So it won't be available always for everyone, especially when the row limit is reached for a particular flight. Also it can be time based. Like a it'll be available for customers who book at least a month prior, but if it is still empty <30 days before departure, then they'll release it to the regular fare bracket.
