I can't vouch for them personally, but your best bet as far as I'm aware is Spectranet.

Personally speaking i'm using MTNL on Combo 999 (1Mbps U/L [NO FUP]) since Oct'2010 & Not even a single problem.. So far So good.. Dumped Airtel...

P.S.: Using this connection in South Delhi,Nehru Place Exchange..(Dayanand Colony,Lajpat Nagar - 4)
