Yup, even BMC seems to have not given the permission in my area or perhaps they might have found a bit time consuming given the large requests from my area. They setup main DP on terrace by going aerial from nearby building and using a flexible plastic circular casing, they brought the yellow fiber to each individual floor.
If you can, raise a mail with the nodal area to see if they can fast track things. Though I am a bit sceptical because it all depends on feasibility of your area(they told me the same thing). If there are bunglows nearby with common interest maybe you can get them to act.
