so i got a message today that "16Mbps V-Fiber tech is available in my area" isn't it supposed to be 40 Mbps minimum. Are plans different for V-Fiber?

I don't know about new customers but I am being charged 1000 rupees.

V-fiberplans differ area wise that's
what Airtel 121 support told me. Though you could always tweet them to get your current plan upgraded to v-fiber.

i don't remember exactly but I read it somewhere that on upgrading to v-fibre we are eligible for unlimited broadband for 3 months. Are they offering that?

No, It's not. They are just calling it unlimited and in reality you get an extra 100GB for three months. Only available to new customers.
