BSNL capping my speed illegally...Help!

thanks guys....i got his number from the CC and as far as i remember i have talked at this number even before some times. but i'll give another try. theres one more problem. they dont quite understand whats the problem. i tell them that the line rate is set incorrectly but they always seem confused...for eg. they say we will check for line noise, for lose joints, or maybe u might have run out of your first 20 gb limit (even if its the 2nd day of the month :O !!) and blah blah...they dont understand my point.so my ques is...what should i EXACTLY tell him in the technical language...something which he understands quickly and precisely.
 
Tell them you are still within FUP limits but getting 1.5 Mbps instead of 4 Mbps. That you believe can be rectified only from their side. If you are talking to SDE, he will understand it much before you try to explain.
 
i went to my exchange and the obvious happened, from one desk to another and then to another and then to another storey and another desk...finally i approached a person in the internet room in there and told my whole story and the person told me that NOTHING can be done from here and at the most they will forward a mail to the Bangalore headquarters and wait for the reply....which they themselves confessed is most of the times useless...can u guys believe it?? the problem from my home to my exchange is being referred to Bangalore!!! no one knew what was port on DSLAM and how was it to be configured, though i could see huge servers with innumerous lights blinking on them in that room :-/so i presume that every effort comes to an end here....PS: yes i met the SDE too....no help.
 
Unfortunately someting similar happened to me. My wifi modem's adapter went kaput and they refused to replace/repair it. Finally a friend who has contacts in BSNL office fixed it for me. Better write to the nodal officer with acknowledgement. Once you give a complaint, they are obliged to give you a written reply (postive or negative). You can use this if you have any plans to move to higher authorities or consumer court.
 
i'll try again when i have time....and i would like to thank all the people who participated in this discussion and whole heartedly tried to come up with some solution ....thanks everyone :)
 
after visiting my exchange i received a call from there the very next day, telling me that we have started working on your dslam port speed problem and that they will contact me once it has been corrected. and then when i opened my computer the next day i saw that the problem has been Corrected!! :thumbsup: i saw that the downstream data rate has increased from 2024 to 5657 kbps!! AMAZING!! i am now getting a blasting full 4 mbps download speed!THANKS to this forum and the members who helped me out!
 
one more thing i wanted to know...is there a relation between the downstream data rate and the downstream SNR? am asking because before correction my snr used to be always 22db+ and now after correction it is constantly showing at 8db only...as a result am facing some disconnections too..
