BSNL is inserting ads in websites, sending their users to malware sites through malware code injection

That's not possible but ok.
 
That should not be happening any longer. Turns out BSNL interfere even before websites can redirect from http to https. So you are not really getting ads on https. BSNL basically stops you before you even reach https. Best is to make bookmarks of websites with https that you visit frequently. Here I have enabled HSTS which hopefully should prevent such nonsense from happening.

https everywhere only redirects http domains to https which have ssl certificates and it is in their database. it cannot make http domains https.
 
Last week I saw Bill Payment reminder which redirects to a page which has "Pay Now" or "later" while browsing. Very annoying
