i have you have unlimited plan then dl as much you can, they can't do anything regardless of speed you get. higher speed is their problem not yours.

I would like to think you are correct .. but it is postpaid .. what if they claim I clicked the 2 GB top up (Rs 100) 40 times during the month. It is quite possible for them to claim. It is BSNL after all.

Is the speed the same even after a modem restart?

Yes. Done modem restart and login twice (I use Bridge mode)
 
Yes I can remember once back in 2009 they wrongly sent me a bill of around Rs.75000 when it actually should have been Rs.1600 and I had to visit their ofc for months to get it sorted lol.

Don't worry.Use all you want,as long as you know what your plan initially is or what it is showing in portal.I probably download 25-30 GB with my 20 GB limit every month.
 
On 3rd (yesterday) I ended 2 GB FUP (I know it is 1 GB but the bbtopup FUP page showed 0 only at 2 GB). Then speed is 256 Kbps in place of 512 !! I can barely load heavy pages like Facebook let alone pages with embedded video like newspapers. If this does not get sorted out in rest of October I am leaving BSNL.

Strangely enough Youtube is working at 2 Mbps still.

This is madness.
 
I also have speed 256 kbps after fup. As you can see in the pic below. I almost completely used 175 GB this month. But the difference is that my post fup is 256 kbps and pre fup speed is 4 mbps(3.4 mbps) but I signed up for this but you guys should have post fup of 512 kbps or you can complain at self care portal or pgportal.

I was also having speed issues on 29th and 30th only on youtube even though I hadn't exhausted my fup limit.
