BSNL throttling speed of DDL sites

For throttling or cheating a customer, the operator needs to so some extra work... So obviously KumbhaKarna BSNL is NOT fit for those jobs...

You are right but my observation is that : I am hooked to servers which are good at delivering media files that are purely education purposes. But when it comes to entertainment media file download is quite slow.

What I mean to say is am I being (as a user) being hooked up to the servers which are delivering me the education related sites at a faster speed but when it comes to entertainment like TV shows & movies my download speed is getting reduced drastically ?
