It's a public grievance portal where you can register your complaint with the respective authority. In this case, the complaint goes to TRAI and then to BSNL, they'll quickly resolve it. Go to https://pgportal.gov.in/ and select the appropriate category and register a complaint stating that BSNL staff is refusing to change the plan.

Make sure to enter the proper plan details such as plan name and fees. Also mention the previous plan details and the plan you would like to change along with account details.

Cool... When did this come up? I was not aware of this at all.

Is this similar to consumer court, and can i take any matter of unsatisfactory service here (i mean not just telecom)?

You can lodge complaints related to any public services. And the issue will be definitely looked into. Till now I had 6 complaints across different domains and all of them were addressed properly. And you can also appeal the resolution if it's not satisfactory.

Can you explain what public services here mean? Should it be only from Government Undertakings?
Can i raise a request against a private institution on this portal? Or, something like Consumer Electronics Outlet?

I was bit wrong in my previous post. According to cpgrams, these things will not be treated as grievance:

  1. RTI Matters
  2. Court related / Subjudice matters
  3. Religious matters
  4. Suggestions
  5. Grievances of Government employees concerning their service matters including disciplinary proceedings etc.
It's possible to raise a complaint against a private institution (I had a complaint regarding the Jio coverage in my village and they addressed it)
