this is probably official announcement coz it was not announced back then. plus more details on what it does.
it's kind of uncool that they are consuming a rule for this feature so if you are out of rules, this would probably not get enabled on your domain.

On June 27, 2024, a small number of users globally may have noticed that 1.1.1.1 was unreachable or degraded. The root cause was a mix of BGP (Border Gateway Protocol) hijacking and a route leak.
