Note for Excitel Fellow Users: If you're using Excitel, please do the DigitalOcean Speed Test in the noon.
Anything around early morning / late night is useless since I just asked 2-3 friends of mine and they sent me screenshots.
They are also getting 1-5 Mbps speed only on Digital Ocean.
Secondly, they are facing the issue with multiple servers too such as Jio Mumbai, Geocity, Gigatel (randomly).
Sometimes MNR is full 100% bandwidth, sometimes it's messed up.
According to me, it's a issue of Excitel's backend (not just local area, but whole Delhi).
Possible Causes:
1. Network Congestion because of over-selling. (Happened with Hathway last year)
2. Peering / Routing Issues.
3. VSNL is fucked up.
4. Extreme-IX is fucked up.
I was shocked to see that Excitel to Extreme-IX speedtest is poor too.
All of these friends of mine lives in Delhi-NRC (East, West, Gurgaon).
Over that,
@JB700 is using some other ISP but that ISP is somewhat inspired or reselling Excitel's Bandwidth only (maybe JV) and facing the same footprint and behavior as I am.
I have asked
@GUNNYJEE to submit the Digital Ocean Test done in Noon so that it can rule out. Since the tests he published didn't include Digital Ocean.
Right now, the routing / connectivity of Excitel is so bad that I was trying to make Zomato Payment using Axis Bank
Credit Card (
Paytm as Payment Gateway Partner) and SBI Credit Card as (SBI's own Payment Gateway) and none of them were loading.
I had to shift to Airtel and it happened instantly.

To back my every claim here, Airtel Broadband is working as fine as it should for every mentioned speedtest node and Digital Ocean. It's surely an issue within the Excitel only. (Airtel doesn't even have peering with anyone)
People with
Netflix were complaining the same. (Again, peering is involved)
P.S.: Are we already seeing Jio effect?
