Frustrating situation with BSNL Local Subcontractor. Not sure what to do.

I had a BSNL fiber connection installed at my old house for around 9 months. On April 9th, I informed the subcontractor/installation guy that I would be moving and needed the connection transferred to my new house by the end of the month.

He told me it wouldn’t be a problem. I paid him ₹700 for the transfer process as well that he asked for.

Now it’s May 13th and the transfer still hasn’t happened.

Every single time I call, he says “it will be done today” or says the person who handles my new area is busy with election work. This has been going on for more than a month now with no actual progress.

I finally made a complaint through the BSNL app anyway because this was getting ridiculous. Let's see if anything will speed up because of this.

Another thing bothering me is that the bill is still being generated even though I haven’t even been able to use the connection for around 13 days now since shifting.

At this point I’m honestly wondering whether I should just cancel the connection and switch to Hathway.

The problem is, I’m hesitant to escalate too aggressively because when the original connection was installed, my Aadhaar had my older address on it. The subcontractor did me a favor and gave me the connection, so officially the registered address may not fully match where the fiber was actually being used.

Now I’m worried that if I escalate further, BSNL might start asking questions about that situation too.

I also really don’t want to go to the main BSNL office because the staff there are usually extremely dismissive and rude, and it feels pointless trying to get anything resolved there in person.

Since i work from home and use internet for my daily work, I am just surviving via mobile hotspot.

Would emailing someone higher up actually help move things faster? If yes, who should I contact? GM? Nodal officer? Appellate authority?
 
First of all, why did u pay the LCO directly (never do payments like this to any isp). Always book it via official channel so that it is recorded and it will be assigned as a job to the LCO. Second, is the LCO MLA or MP ? what the hell he have to do with elections?. Finally, the address mistake is your fault it should have been corrected earlier. Anyways

Things u can do:

1. Meet the LCO in person and ask him politely for a realistic date , if he says a date which suits u then wait till then. If that dosent happen tell him you have important work to do so ur switching and take refund from him.
2. Report the LCO to bsnl higher authority or raise a ticket on bsnl pgrms and they will take care of it.
3. Best of all: just take Hathway and later get refund from him.
