It's not US first.

The new inbox is rolling out gradually. The desktop, Android and iOS versions will become available within the next few weeks. If you'd like to try out the new inbox on Desktop sooner, keep an eye on the gear menu and select Configure inbox when it appears in the Settings options.

Actually it seems to be rolling out widely now based on what I am seeing on Google+.
Just refresh or logout and login!

I got it after relog.
But then i have a problem. I was using smart labels and now only some emails are visible under tabs

So its just smart filters. With better accessibility and better way to add a particular sender to a particular category. Would have been great if we could a few category of our own.
So i deleted all the smart filters to let these categories do the work. Now what i want is app update on android

With new update comes a new ad format.

This is not really a new ad format. These appears in the right column if you have personalized ads enabled. Google has allowed you to open them like regular mails and save it to your inbox if you so desire.
Yes, these are now being pushed in-stream in the Promotions tab which is well not nice.
