PhonePe also doesn't seem to have it.

yup. only Paytm seems to have them right now. if you pay thru telangana power website, billdesk handles the payment gateway

weird. one thing that this government kind of did right was to get all services providers to join bbps. which is enabling newer/smaller apps to get the ability to provide payment services to a large number of services quickly. i can only assume here that your power department has still not joined bbps.
