Government claims Airtel, Idea, Vodafone 3G roaming agreements are illegal

Very surprisingly one Airtel CC guy told me that they are providing the roaming in non Airtel circles on 3G. Very very strange

3G roaming was possible earlier as well. But now roaming can be done at operator level. e.g. if at some circle Airtel does not have 3G license, yet it will sell 3G plans using other providers 3G network.

Earlier Airtel did offer 3G service even though they did not had license in Maharashtra using Idea/Vodafone 3G network. But it was not roaming for customer, as this network usage was happening at backend, while customer was displayed "Airtel 3G" on his handset.
Later after govt did not allow this arrangement, Airtel could not offer 3G plans in Maharashtra. But after TDSAT judgement, Airtel could be able to offer 3G plans again in Maharashtra.
