help with bsnl broadband

hey
i took bsnl 125 plan last month and got about 0.44 Mbps speed(upload) .I changed to 250 plan last day then i could not login(PPP down ). i complined & now my
speed is 0.13 Mbps

i applied early last month and it now shows plan 250 in websitethey said they had to change the port when i was not getting bband .now i have very slow transfer rate .my speed is too low 4 broadband right??
