Huawei E303C not working with BSNL 3G SIM

When I use the BSNL 3G SIM on a Mobile phone, it works well.
But when I insert this SIM in a Huawei E303C datacard, it does not open any sites. The Mobile Partner application registers to BSNL network and even the Connect button gives me a connection. But I cannot use Internet.
I had a backup BSNL's own 3G datacard. I tried using the BSNL 3G SIM on it and it works well.
Does this indiciate that the BSNL 3G SIM is blocked on other data cards?

BSNL 3G sim did not work for me on Huawei E8232 card as well. Not sure if BSNL blocking or network signal was bad. I didnt check in mobile as it is regular sim and my mobile needs microsim

Well send SMS to check the Balance
There is a problem with Tata, occasional it keep on blinking have to send SMS then only it will connect to GPRS (No 3G service in my area)
