I want to change my UL plan .To whome i have to address the letter? and what i haev to mention there am currently on 800 ul and want to upgrade to ul950

Call them though most likely you have to visit their exchange? office. Lengthy process.
Better stick to the same plan. 4mbps till 8GB. Meh. Not worth it.

just write the letter and go n ask them to whom to address.. mostly to the SDE.. not sure.

Fill up the plan change form at udaan.bsnl.co.in. A bsnl agent will pay you a visit to collect the letter, you can ask him whom to address it to, I think its the JTO.
