It is not a bug, this is how it is supposed to be. When some other battery hogging apps or service isn't running in background, the android os still runs, so if you don't use your device and leave it in standby mode then only android os is consuming the battery and hence it is shown higher in % compared to other things such as screen or voice calls as you have not used those things much.

when android os and android system is in high percentage then the battery drains much much faster , in my note 2 in 8-10 hours only , without doing any shit , and on normal days battery will run 2 days without doing any shit.
its not only about percentage of usage shown..............its about battery drain also
so i know what i am talking thoroughly , i have had 5 devices android till now
 
its not rooted at all , but all of my 4-5 devices did it occasionally , even note 3 does that , infact not a phone in android series that occasionally doesn't do that
and the issue got sorted out a lot of times by restarting the phone .........so i made a habit of restarting daily , and it hardly ever comes now

Total nonsense.
Android system and system ui, other Google related wake locks being over 30% in total when you do not use Google services like location, Google now, maps, or some specific device related option being turned on etc means something going wrong under the hood.
It definitely isn't something normal. You probably need to find out which app or setting is causing such behavior and use something like greenify (now supports non rooted devices I guess).
I've been into Android tech since very long and I can assure on my words.
(p.s.
I meant to say it isn't a bug by itself, it is caused by your settings /apps or something)
