MTNL Broadband: 8mbps Plans

My pings have increased for no reason. I use Google DNS 8.8.8.8 and MTNL DNS which is secondary 59.185.0.50
 
Is the Vodafone India server on speedtest.net linked to MTNL??....... am getting 5ms to it.... same as the MTNL server.......

Yo! I applied on 29th october, they said it would be done by 30th, on 31st i called 1504, 27712121(Nerul CSC) they said they needed to send work order and would be completed by afternoon, in the evening 1504 said new plans start from 1st, and today (1st november) they said it will take 'time'. any numbers i can contact? what can i do to speed things up?
 
You could have applied online.

Now, what does the plan on portal say? It doesn't change for a week, apply online.
 
Yipee! Online it says DSL_8Mbps_1050!!!!! A quick modem reboot got speeds up to 1.7 Mbps / 217 kBps (download)
Router (Sterlite SAM300) shows downstream as 2048 :(
Other stats:
Annex_M (its set to auto-choose)
downstream / upstream
SNR MARGIN: 20 / 35
Line Attenuation: 23 / 9.4

How can I get my downstream upto 10000? I have already launched a hail mary on 1504, Nerul CSC and 27707777 (a nerul guy as i live in navi mumbai) to get to where I am.
Reading earlier posts, I think calling up 12540 is a good idea, gonna try that, but in the meantime, any help will be appreciated :)

1504: The person told me to reset the router, (as if I hadn't done that already), then told me to use MNTL DNS and shit, but no change, so said she would register a complaint tomorrow (Monday)
 
Well, until tomorrow then. Incase anyone was wondering, the reason 28GB is enough for me as I do mainly 9Gagging and use torrents for only current TV shows (like Walking Dead), rest of downloads in school which has D-Vois, where downloads occur at 3-4 mBps!!!
