you will be surprise to know that TATA docomo will give on average 3.5-4.8 mbps speed but airtel will give 1.5-1.8 mbps only
Not surprised. It's Airtel's character, inherited from hell.

mine is also same, Huwaei has capped speed on BSNL network all across its network:@. I am using internet through my blackberry pearl 3G

my speed is now limited to 1mbps now what to do where to complaint?

I have mine capped to 2 Mbps and the cap has not been removed.

Even worse... from today my download speed is capped at 1Mbps and upload to 512kbps. Earlier I used to get speeds in the range of 2-4Mbps...

^ dude changing the ISP when most of us have payed advance for 6 months. They could have capped the data to some 100GB instead of speed.

File a complain that ur 3G connection are being capped, Its unfair practise from the ISP's side.
If they don't take any action on it, simple change your ISP.

Many of us paid 4200rs for 6months.
then how we can change ISP? Fist they said the min speed is 3mbps and they also said speed may increase after 3 month upto 14mbps.
Now its down to 1mbps Really the bsnl guys trapped us.

Is there any way to complain legally?

AFAIK, BSNL never said they are giving 3.1 mbps as minimum one. They always maintained "up to" keyword :) Sent from my Desire HD

Yes up to means " You will get up to 3.6 Mbps (Actually 3.6 for 3G and 3.1 is only for EV-DO Rev.A ) due to external factors like your floor, surrounded high rise bldgs, distance from the tower, no of users connected to the tower etc, and not due to internal capping by BSNL !! :ishock:
