Regarding the BSNL instability, the fibre link was up(From LCO to my place). I don't exactly know which all things were not working. Clearly PPP wasn't working. LCO told there is nothing wrong from their end. Even their SIP phone wasn't working yesterday.
I don't know the quality of Kerala Vision broadband in my area. Need to check with neighbours and decide.

From what I heard from BSNL Exchange guy, entire district was down. So it might be an issue from BSNLAh, looks like some connectivity issue from LCO to BSNL or something entirely on BSNL's side.

I suppose there should be noneBest way to test is to actually take the connection and checkYou'd not have any installation or additional charge right, cause it would be by the same LCO, maybe try it one month and see how it goes? Well, I tried Kerala Vision 20Mbps plans for 2-3 days. In a single sentence 'Not up to the mark' in my area.
After several days of troubleshooting, found the problem. All the 100Mbps on half of the district is experiencing this problem of low speed. 50Mbps users won't notice this issue mostly because speeds are about 40Mbps at non-peak time.
The problem is with the link capacity of BSNL. Today they said it is only Gigabit and engineering team has to upgrade it to Multigigabit link as the number of customers are increasing day by day.
Well i guess then kerala and tn should stop funding other states due, ND work as a separate entity. Its been almost one yr iam behind my lco to give the ftth connection.@Ameen, Kerala Circle is the only circle which is making the revenue for themselves. Even though all other circles couldn't credit employee's salary, Kerala did. Except for the last two months or so.

I don't know exactly, but there is a rumour that BSNL employees from Northern Regions are still reluctant to adapt to newer technologies. Which again makes BSNL lose in the competition against private players.
