You will be getting the "exact" or "near to" downloading speeds you have mentioned.....

Link speed - 2mbps Download speed- 240 - 250 kBps Thats what I get. Ideally, anything.around220 kBps is acceptable

I've tested both 512 and 2mbps as well. Got 50-60 and 200-240 respectively. But those were limited plans.
