@socrates Loaded latency means when you are sending/receiving data and latency test is done when data is being transmitted.
Loaded latency should be considered important as it shows resilence of the network.
Unloaded means just the ping packets are sent and received.
Usually,Loaded latency should be more than
unloaded latency.But difference on a ftth connection should be negligible and within 29 ms at max.
For 4g connection,many factors affect latency,like SINR,data load,backhaul among others.
For ftth,contention ratio and usage peaks usually leads to bad ping but routing is the major cause {i am talking to you BSNL}
