I was using Excitel (Jio Upstream) at my cousin's place. Now back to Airtel and awful ping in 280s.

Maybe Quad9 has peering with Excitel and not Airtel . Cloudflare and Cisco DNS work perfectly for me with both Tata and Airtel.

Airtel routing is F'ed up. Not only it doesn't use Mumbai server (which might have to do with peering) but the routing to Singapore is horrible, it should around 70-75ms for that IP and not 130 ms.

As observed, Quad9 does have presence in Kolkata as well, and the traffic goes through IIFON DC.
I get 17 - 18ms to Alliance gateway in Kolkata.

so quad9 in India is hosted on Airtel(mumbai).

Even then Airtel routes my DNS queries to Quad9 servers in Singapore and Germany, even though there are servers in Bangalore, Mumbai, Delhi and Kolkata.

I'm getting 500ms resolve times.
