Questions about LCO Model on BSNL Bharat Fiber

I have two questions:
1. I don't understand what all these LCO discussion going on here. What BSNL has to do with LCOs? Last time I used them (2016) their connection was given to me from their local exchange. There was no intermediary at all, none. Has the situation changed now or what?
2. Has their connection stability/ throughput deteriorated massively of late? Because from the time I knew BSNL, they literally had no downtime! But some comments here reflect a contrary!

Please keep me up to date with latest developments as I have been out of touch for long time.
 
Some one told me that its 60:40 ratio for bsnl and LCO for money.Its LCO job to maintain the line/connectivity .LCO model is very sucessfull in NE1.
before i was on bsnl broadband and i was trying to get ftth fro years but after the LCO came in picture i got BSNL ftth in 10-12 days .i always pay through bsnl portal/bsnlepay. com

So if the subscribers is on higher plan the LCO have much benefit on the share? The LCO here always tell that only 777rs and 1277rs when inquired about taking new connection.

check your circle bsnl traffic plan at bsnl site and ask your lco to provide the plan which is available to your circle
