Nop you missed the point. In the article its written to take of burden from IRCTC and numerous complaints from consumers.

Thats what i am wondering but if we go according to the article there has to be booking portal on indianrail.gov.in which is different from irctc

not as of now. They have not mentioned anything on any of their website

If this is true, then it wud be great. But i just wonder how will they keep track to avoid more than 1 ticket for a single berth.

Actually at the moments still there are more than 1 portal is available for booking tickets online but they charge you extra for using there services.
Makemytrip.com yatra.com and not to forget ngpay

So adding 1 more wont be creating problem in ticket allocation because when the ticket is booked the request is forwarded to central server to allocate a berth which is common to all platforms. So duplication is not possible.
But with this new portal we will not be paying anything extra than what irctc takes and will be able to book tickets hassle free (this is what i think).

Yet we are to locate the mysterious new portal

it says it will be operation in a month's time (tentative) Also other online portal (like makemytrip) which provides ticket booking are using services of IRCTC only so eventually they create load on irctc site...
