Works fine here, on BSNL and other DNS. Also checked on 3G. Could be system time mismatch or other thing. I have disabled IPv6.

It's working now. It was blocked on the whole network, unable to access from all devices for a few days.

DoH isn't going to work unless you keep refreshing and hope the filter misses. You need one of these.

Update: I've been trying to install wsl but it keeps failing, turns out wsl distros are loaded from https://raw.githubusercontent.com/microsoft/WSL/master/distributions/DistributionInfo.json. Who should I complain about this to?

Recently at the beginning of this month, a website stopped loading. I thought it was temporarily down and will start working soon. After a day passed I realised something was wrong and used another network to check and the site was loading fine. So I complained via selfcare.
But the complaint was forwarded to LCO and I had to explain the issue and the complaint was escalated to BSNL. Took about 19 days to fix it.

MTU: 1460 / 1480
IP Bracket: 59.94.49.XXX

note: github wasn't working with 1492 MTU, was working with VPN
changed to lesser mtu and worked. same for Netflix

Glad you had yours fixed. In my case, I'm already on 1460. The error was ERROR_CONNECTION_RESET which indicated DPI host name based blocking. Apps like goodbyedpi scrambles the host header and it works instantly without changing mtu.
