but my reliance dongle is 3.1 mbps i don even get 1 mbps most of the time

I live near sudama nagar. you should complain about it, 700kbps is pretty low.Update First time 10 hours downtime. I thought, now my turn and hoping it won't get fix before 3-4 days lolDid complain and got resolved in 2 hour but my guess is even i wouldn't complain it would have resolved. looks like from their end so.Speed is constantly good for me still 2mbps up and down yet. Cheers

UpdateFirst time 1 day whole downtime in 3 months...but god it got fixed after 1 day. Again thought its good to go for 3-4 days 
(you should be prepared for worst as mentally with Reliance so)Speed is still good ^^

My suggestion is to keep a USB dongle with 3G sim(Rs.10/day 3G available) handy for these situations. So u wont miss basic things like checking emails, FB etc.,.

I had Airtel and i took connection of Reliance without disconnecting Airtel. After 1 month of testing Reliance connection, i decided to kick Airtel 256kbps shit plan.
So you should also test 1 month Reliance before disconnecting current isp. Its best thing cause i don't know service of Reliance in your area. Although 600rs u have to give for installation of Reliance but worth of risk. If Reliance works out for you then 600rs won't be problem but if not then u can disconnect reliance after 1 month.
On general note, Reliance is better than Airtel for gaming and no doubt about downloading
