This can happen. Definitely not the launch itself. Even the launch date may not be accurate. They might say something like... JioFiber is open for registration from Q4 (2018) or something like that.
Even if they announce the precise launch date, it is not going to be beneficial for everyone (when compared to 4G services). 4G services are much easier to activate and get the customer online. In fiber, it is a completely different scenario. The installation engineer has to visit the premises in-person to bring fiber to home and install the modem. It can take an average of 2 hours just to install and activate a fiber connection. Compare it with the 4G SIM activation. After the initial hiccup (when Jio launched), most SIMs were / are activated within 15 minutes. So, penetration of fiber is going to be slow (even for metros). People in tier 2 / 3 cities may have to wait a couple of years.
