Slow Download speeds on most servers

I was facing the same problem even google was not working, I own a avast secureline VPN membership, I used it on both my laptop and ipad and magically everything was working with vpn. and after 6 pm i tried using internet without vpn and everything was normal Just the speed was a little bit slow. I think that's a problem from bsnl end..... we can't do anything

Ever since moved to new 100 Mbps plan, internet has become inconsistent. However the gateways seems to be same as earlier. But something got changed behind the scene for bad.
