@Protector bro can you stop copy pasting content from chatGPT ? It becomes very difficult to read through the whole thing. Keep it short.

There's definitely an issue from ISP side. Have you tried connecting via a VPN or cloudflare WARP? Try and see if it helps.
Consider moving to a lower speed plan or switch to a different ISP altogether if that's feasible.

I think this is a network-wide issue on BSNL as I also suffer from low throughput for a few days in peak hours. Most likely their upstream is choked.

I haven't faced any issue recently. So might be regional or temporary.

They have enough capacity in the backend(BNGs).
If collective effort of customers on a BNG utilize their full port capacity, then BSNL will add new BNG and route customers to the new one.
BSNL uses top notch gear server side. Might be OLT saturation.
