Jiotv would have to consume account bandwidth otherwise it would be violation of net neutrality. Of course... Jio can get the regulations twisted like they have done since before its existence.

Technically it should not consume account bandwidth. As per the Trai regulations net neutrality would only apply to the Internet whereas the IPTV service would run within India on Jio's local network. Internet based OTT apps like Amazon prime and netflix would however still have to count towards bandwidth usage.
