Well they have updated to 13.1.5 on 20th september and the edition for everyone i mean the world edition is still on 13.1.4. So think they made some mistake and removed the pricing for the time being.
So get the most of it till you get it for free.

BTW, the maps are downloading fine for me. There was an update available for maps.

how much space does it require in total for only Delhi maps for now ? and is there a option to only select Delhi ?

It has crashed like 10 times for me during the download process

Lol delhi maps are of 45MB and yes you can download only delhi maps

It's same as gmaps. Both retrieve data from local RTO only.

I thought google generated traffic data on its own from the users?

Nope its RTO which officially supplies data to all map service based on the input received from GPS of various radio cabs plying across the city.
